Most likely, only python2.7 is needed to run the files. 

Usage:
 1. python rmse_calc_hurdat.py
 2. python rmse_calc_recon.py

functions "get_alternate_wind_speed_probability" and "get_alternate_wind_speed_probability_2" are defined in both python files

- first takes speed limitation (used for calculation)
- second function use +1 and -1 for single rank difference (not used, but can be tested by changing the function name in "file: hurday.py, line: 190)
